I am anxious to get the selection of a
successor to Mr.Phelips as Auditor of Hong Kong
settled before I leave for West Africa, which I
expect to do on March 12th.
Before I make a recommendation it is
very desirable that i should, if possible,
know: -
(a) What the emoluments of the post are to
be.
(b) Whether the F.M.S. Audit is to be
brought into the Colonial Audit
Department system.
Hong Kong needs one of our best men; but
my recommendation for that post will probably
not be the same if the F.M.S. Auditorship has
also to be filled, as it would be if the F.M.S.
could be left out of account.
As regards the salary of the Hong Kong
post, I understand that the Salaries Commission
proposed for the Auditor a scale of 1,100-£50-
£1,400 as compared with:-
£1,1.50-£50-£1,400 for the Land Officer.
£1,350 - £50-£1,600 for the Captain Superintendent
of Police and the Harbour Master.
£1,500-£50-£1,800 for the Treasurer and other
Class I Cadet posts which the Commission recommended should be 7 instead of 5 in number
£1,400 the maximum proposed for Cadet officers
in ordinary long scale posts.
I do not think that this puts the Auditor
in the position which he ought to hold. While
